Creates `msm_dp_ctrl_on_pixel_clk()` and `msm_dp_ctrl_off_pixel_clk()` helpers. Clean deduplication.
The `end:` label removal and direct returns in `msm_dp_ctrl_on_stream()` are correct since there's no cleanup needed.
