Good refactoring. `pmu_lookup_table` was stored in `FwSecBiosBuilder` but only used within `setup_falcon_data`. Making it local simplifies the code and removes the `Option<PmuLookupTable>` field and the `.as_ref().ok_or(EINVAL)?` unwrap.
Minor observation: the `else` branch uses `self.base.data.get(offset..).ok_or(EINVAL)?` (checked), but the `if` branch uses `&first_fwsec.base.data[offset..]` (unchecked). This is safe because the `if` condition guarantees `offset < first_fwsec.base.data.len()`, but it's slightly inconsistent style. This is fixed in patch 9 which converts both to `.get()`.
