v3d_attach_fences_and_unlock_reservation() does three different things:
(1) attaches the submission's last fence to every BO, (2) releases
drm_exec, and (3) replaces the userspace out_sync syncobjs. Decouple
these three behaviors into different functions, so that each function
has a more self-contained behavior.

Also, move fence attachment and reservation unlocking to v3d_submit_jobs(),
so that callers no longer have to deal with this sequence. Now, after
submitting the jobs, callers are only responsible for calling
v3d_submit_process_post_deps().

No functional change; just code consolidation.
